Localizing Public Budgets Conversations
The Lake Region Budget Hub is a platform that brings together civil society organizations consisting of highly trained budget facilitators and budget champions actively engaging in
budget advocacy work in counties within the Lake Region Economic Bloc (LREB).
The regional hub idea was mainly to bring together resource persons in the civil society group with the capacity and passion for the Public Finance Management (PFM) process to cross-learn and share innovative ideas important in improving the PFM process and enhancing service delivery. The budget facilitators and champions are drawn from Bungoma, Busia, Homa Bay, Kakamega, Kisii, Kisumu, Migori, Nyamira, Siaya, Trans Nzoia, and
Vihiga counties.

Our Roles

Facilitating budget advocacy
Serving as a central hub for trained budget facilitators and champions to coordinate and drive advocacy efforts aimed at influencing public budgeting processes in LREB counties.

Capacity Building & Technical Support
Strengthening citizens’ understanding of public finance processes (planning, budgeting, and accountability), supporting civil society organizations (CSOs) and community-based organizations to effectively engage with county governments, and building knowledge products to simplify complex budget information for grassroots groups.

Learning and Knowledge Sharing
Acting as a learning hub for stakeholders in the Lake
Region, documenting lessons from interventions, providing spaces for peer learning and exchange among counties, CSOs, and citizen groups, and consolidating experiences to influence regional and national policy conversations.

Promoting Advocacy and citizen engagement
Enabling active involvement of communities in budget-related dialogues, forums, and campaigns to ensure grassroots voices shape fiscal policies and resource allocation. The hub is also pushing for greater budget transparency, accountability, and inclusion at the county and bloc level. We engage with the Lake Region Economic Bloc (LREB) counties on fiscal, economic, and budgetary matters

Research and Evidence Generation
Producing budget credibility analyses, e.g., health sector, conducting policy and legal reviews to identify gaps, frameworks, and best practices in key policies and frameworks.

Sustainability and Partnership Building
Developing sustainability roadmaps for the hub’s long-term functioning, exploring partnerships with development partners, CSOs, and government for joint programming, and supporting collaborative initiatives (e.g., citizens’ accountability audits and sectoral analyses).
